The refund is decided at the till, not at the gate.
Start at the shop: confirm that it participates in departure refunds, request the form before payment and keep the goods unused. Tax authority and government pages were checked on 1 November 2026 for the 200-yuan threshold, instant-refund arrangements and administration rules. Your goods, travel document, departure port and timing still determine whether you can claim. Your destination's customs authority sets the separate rules for taking purchases home.
- What was checked
- The dated official and publisher references named in this guide's source section. Each reference explains the specific rule or instruction it supports.
- Known limits
- Prices, opening hours, availability and individual account or document eligibility are not live guarantees. Provider conditions and your actual route, passport, device and circumstances can change the answer.
| Condition | The rule | How it fails |
|---|---|---|
| The traveller | A foreign visitor whose cumulative stay in China did not exceed 183 days in the previous twelve months. | A longer stay, a resident permit or a work-based stay changes the category you are in. |
| The shop | A designated departure-refund shop, with the refund form issued at the till and the passport shown at purchase. | An online order, a market stall or a shop without the refund designation cannot produce the form. |
| The departure window | Departure within the published number of days from the purchase date, from a port that processes refunds. | A later departure, or a land border without a refund desk, ends the claim. |
| The goods | Carried out unused, with the packaging and the documents, and shown to customs before check-in. | An item used on the trip, worn, opened and consumed, or packed into a checked bag that is already gone. |
The 200-yuan threshold is one clause, not the whole rule.
Spending 200 yuan in the right shop on the right day opens the door. It does not make an excluded category eligible, it does not replace the form, and it does not extend the departure window.
Confirm the shop is designated
Look for the refund-shop sign at the entrance, or ask before you choose the item. A shop that is not designated cannot issue the form at any price.
Show the passport at the till
The form carries your name and document number, so it has to be issued from the passport rather than from memory.
Ask for the form and the invoice together
Two documents, issued at the same moment. One without the other is a claim with a missing half.
Keep the goods unused and packed
The item has to be presented at customs in the state it was bought. This is the condition visitors break most often, usually by wearing it.
Check the form's dates before you leave the shop
The purchase date on the form starts the departure window. A wrong date is discovered at the airport, where it cannot be corrected.
Photograph every document
A photo of the form, the invoice and the goods together is what you have left if the paper is lost between the shop and the airport.
Ask for the form before the card is tapped.
Some tills treat the form as a post-payment step, and some do not issue one at all once the transaction has closed. Asking first costs four seconds and prevents a conversation that cannot be won.
Arrive with the goods in the cabin bag
Keep the purchase out of the checked bag until after verification. Once a bag is gone, the item is gone with it.
Go to customs first
Find the refund verification desk before the check-in counter. Present the passport, the form, the invoice and the goods.
Get the stamp, check the stamp
Look at the page before you walk away. A missing or illegible stamp is discovered at the refund desk, where nobody can fix it.
Check the bag, then go through security
Only after verification does the purchase go into the hold. The refund desk itself is usually after passport control.
Collect the refund, keep the slip
Cash or transfer, and a receipt that names the amount and the method. That slip is what you send an insurer or an accountant if a question arises.
If the flight is at dawn, plan differently
Refund desks may open later than the first departures. Ask the airport or your airline the day before, and consider a later flight if the sum is large.
Customs, then check-in. Not the other way round.
The verification requires the goods, and the goods have to still be with you. Checking the bag first is the single most common way a legitimate refund is lost, and no desk at the gate can undo it.
Instant money is an advance against your card.
In a participating shop you sign an agreement, the shop pre-authorises a credit card and pays the refund immediately. You are still obliged to leave through a qualifying port within the window, and customs still verifies the goods.
If the exit check does not happen, the pre-authorised amount can be charged back to that card. The convenience is real, and so is the exposure.
An online order is not a refundable purchase
The refund applies to goods bought in a designated physical shop. A parcel delivered to your hotel has no refund form and no shop counter to issue one.
Some categories are outside the scheme
Tobacco and alcohol, antiques and gold, services such as hotels, meals and transport, and purchases without a proper tax receipt are the usual exclusions. A souvenir that is heavy and breakable is often also a souvenir that does not qualify.
The airport queue is longer than you think
Customs verification and the refund desk are two queues, and the first one is before check-in. Leave an hour, not fifteen minutes.
The goods must be seen, not described
Customs verifies the item against the form. A photograph of a bracelet in a suitcase does not pass for the bracelet.
A missing stamp cannot be fixed later
The verification stamp is the step that authorises the money. Leaving the country without it turns a claim into a receipt.
Cash has an upper limit
Above the published cash ceiling the refund goes by bank transfer, and a transfer needs a card or account that will still be open when it arrives.
Chinese exit limits are about cash and prohibited items
Renminbi and foreign cash each have a declared ceiling, and cultural relics, endangered species products and listed items cannot leave. Check the current figures rather than a number from a blog.
Your own customs is the second half
Duty-free allowances, food and plant restrictions, meat products and imitation goods are decided by your country, and the limits differ enormously between them.
Food is the most common seizure
Fresh fruit, meat products, seeds and dairy are refused by many customs services regardless of packaging. A gift box of local snacks is not automatically admissible.
Batteries travel under airline rules
Spare lithium batteries belong in the cabin, not the hold, and watt-hour limits apply. A power bank bought as a gift still has to comply.
Keep the receipts for the first days
A customs officer can ask what an item cost. A receipt answers in one second; a guess invites a valuation.
Declare rather than explain
If you are unsure whether something must be declared, declare it. The conversation at the red channel is shorter than the one after a search.
This page will not give you another country's limit.
Duty-free allowances, food rules and imitation-goods enforcement differ between the United States, the EU, Australia, Japan and Singapore, and they change. Publishing a number here would create confidence that a customs officer can invalidate at the desk.
CHINESE HELP CARDS · WRITTEN FOR THESE SITUATIONS
Asking for the refund form at the till
Say it before the card is tapped. A form issued after payment is often not accepted.
您好,我要办离境退税。请问这家店可以开退税申请单吗?这是我的护照。请把申请单和发票一起给我,商品我保持未使用,离境时带去海关核验。请问需要我填什么?谢谢。Checking the category qualifies
Ask before paying, not after. A category that is out of scope cannot be fixed at the airport.
请问这个商品在退税范围内吗?我是外国游客,过去十二个月在中国停留不超过183天,90天内离境。如果不在范围内,请告诉我哪些同类商品可以退税。谢谢。At the customs verification desk
Have the goods out of the bag and the documents together before you reach the desk.

Ask the staff whether a fast lane exists for a departing flight. Do not simply abandon the claim and walk away.
您好,我的航班(航班号)在(时间)起飞,我快要来不及了。请问退税核验有快速通道吗?如果没有,我可以先办核验再托运吗?需要我现在联系航空公司吗?谢谢。Complete the flight, dates and amounts before showing a card. Ask the shop or refund counter to confirm the current conditions for your purchase.
What is the minimum spend?
A same-day purchase of at least 200 yuan in the same refund shop, lowered from 500 yuan in April 2025. The threshold is a condition, not a guarantee that the goods qualify.
How much do I get back?
Goods taxed at 13% refund 11%, and goods at 9% refund 8%, with an agency fee deducted in some cases. The form states the amount; do not calculate it from the shelf price alone.
How long do I have to leave?
The window is published in days from the purchase date, and it is not the same as the length of your visa. Check the current number when you buy, and keep the goods unused until you go.
Can I use the goods before I leave?
No. Customs verifies unused goods. Wearing the jacket or opening the box converts the item into a used personal effect with no refund.
Can someone else claim it for me?
The refund is tied to the traveller named on the form and to that person's departure. A companion cannot carry the claim out on your behalf.
Is there a limit on the refund?
Cash has a published ceiling; the amount above it goes by bank transfer, and transfer refunds are not subject to that ceiling. Ask at the counter which method you are being given.
What is the instant refund?
A participating shop pays the refund at the counter against a card pre-authorisation, and you still have to leave through a qualifying port in time. If the exit verification fails, the pre-authorised amount can be charged back.

Departure tax refund: threshold lowered to 200 yuan
A same-day purchase of at least 200 yuan in the same refund shop can qualify, down from the previous 500 yuan. Eligibility still depends on the shop, the goods, the departure window and the documents, so the number alone does not guarantee a refund.
Instant departure refund extended nationwide
In a participating shop you sign an agreement, the shop pre-authorises a credit card and pays the refund on the spot; you still have to leave through the right port within the time limit. If the exit check fails, the pre-authorised amount can be charged back.
Departure refund administration rules revised in 2025
The tax authority's own explanation of the 2025 changes: the lower threshold, no upper limit on bank-transfer refunds, and the national expansion of instant refunds. Read it as the rule text, not as a promise that your particular purchase qualifies.
12315: consumer complaint and report channel
The official route for a consumer dispute over a meal, a delivery order or a purchase. It records a complaint; it does not order a refund, send an inspector to your table, or act as an emergency line.
Ministry of Culture and Tourism: scenic-area and travel notices
National-level tourism notices, including seasonal travel reminders. It publishes guidance, not individual venue availability, and it does not sell tickets.
The Palace Museum: real-name advance booking
The museum's own booking and notice pages. Timed entry, closed Mondays and holiday sell-outs are operational facts that a printed itinerary cannot override; check here before fixing a Beijing day.
